Operational Intelligence by Design™ (OIbD) is a discipline for closing the gap between how digital systems are designed and how they are actually run, governed, and used. It asks a specific question of every transformation program: did the knowledge held by operational teams and end users actually reach the decisions that shaped the system?

The discipline examines two complementary perspectives. The first is organizational: the operational teams who understand how work actually happens inside a business. The second is inclusive: the end users whose needs and experiences a digital service must accommodate. OIbD treats both as evidence, not as afterthoughts.

Its academic foundation is the Sociotechnical AI Governance (STAG) framework, published in PAHTEI. Its practical translation is VERA, the Voice & Evidence Readiness Assessment, which evaluates whether those perspectives reached design decisions and what evidence supports them.
